Don't worry, as most students clearing JEE Advanced face a similar situation. Personally, I will recommend you to go for IIT KGP over ISM Dhanbad because of 2 strong reasons
IIT KGP gives you the chance to explore and identify your area of interest. Even if you go for coding and later realize you don't like it, you can always go for non-core jobs that are in abundance at IIT KGP. But in the case of Dhanbad, you will have to stick to coding irrespective of your career inclinations. This is a major factor as it is your passion that determines your success rate.
IIT KGP has a more diverse group of individuals that are literal geniuses. Even if you are an above-average student you will face tough competition and thus will always strive to excel and grow. Dhanbad has an average-quality peer group and thus your growth might be restricted there.

IIT Goa will be a better option for joining CSE. It was under the mentorship of IIT Goa and a good coding culture is slowly developing on campus. The placement has been great for CSE over the last few years. Reputed MNCs like Microsoft, Google, Intel, Bosch, Paytm, etc. visited IIT Goa placements. During the last placement drive, students of CSE received the median CTC of INR 21 LPA.
If you are interested in pursuing Computer Science, then according to me, BITS Pilani is a great option for you. However, IIT Dharwad is also a good choice, but BITS Pilani already has a well-established reputation and a large alumni network. The start-up culture at BITS Pilani is growing every year, giving you an opportunity to explore the world of entrepreneurship. Before deciding, you should check out the seniors at both colleges and see where you fit in easily.
On the other hand, if you are interested in Civil Engineering, IIT Dharwad is an excellent option. It is a well-established institute with a good reputation in the field of engineering.
If you haven't figured out your interests yet, then it is suggested that you opt for BITS Pilani in Computer Science. The placement opportunities and the chance to study abroad/startups in CS are higher. It is difficult to study CS subjects on different MOOCs while pursuing Civil Engineering at IIT Dharwad. So, choose your branch and college according to your future plans.
The best options among these are BITS Pilani EnI and BITS Hyderabad EC. BITS is a well-recognized name in the industry. It will be easier to leverage the brand value to secure good internships, projects, and placement opportunities.
According to recent highlights of BITS Pilani placements students of EnI receive an average CTC of around INR 20 LPA. The median CTC for EC at BITS Hyderabad is around INR 19 LPA.

In the recent placement drive, IIT Dhanbad placed 61.90% of its students from the EIE branch. The highest package offered was INR 13 LPA. Top recruiters were Google, Goldman Sachs, Walmart.

It is difficult to decide which is better between CSE at IIT Dharwad and Electrical at IIT Bhubaneswar as the branches are different. You should choose the branch of your choice and the institute which is offering the batter program for that branch.
IIT Dharwad was established in 2016 and among the new IITs. IIT Bombay is the mentor institute for IIT Dharwad, so the course curriculum for CSE is similar to that of IIT Bombay.
