Candidates seeking admission into the LLM course must have completed a Bachelor's or Master's Degree of a minimum of 3 or 4 years duration or its equal from a university recognized by the University Grants Commission of India. Some Masters Degree programs will have additional/specific eligibility requirements
Admission to master’s programs at TISS comprises two stages:

All three colleges are on top and choosing one among three is not easy. But I can give you some ideas about them as I have friends studying at these institutes. TISS is one of the most reputed colleges for HRM courses in the country. The top two institutes for HR programs are XLRI and 2nd is TISS. XLRI holds first place due to its history and huge batch size and placements.
NITIE and SOM are the top two colleges in India for operations and supply chain profiles with NITIE being the clear number 1.
So my preference order will be the following.
TISS (HR) > NITIE (Operations & SCM) > SJMSOM (Finance & others)
So, choose wisely based on your preferred domain. And in case you are interested in Marketing, both NITIE & SJMSOM are equally good.
The simple answer to your question is no, the new HR programs of IIM Ranchi, NMIMS, or XIMB are not at par with the established ones XLRI, TISS, MDI, and SCMHRD. The established programs especially that of XLRI are the epitome of HR programs. They cannot be compared to the new ones at any given level or parameter.
Now one can say that the curriculum can be replicated and learned faculty can be sought to match the quality of the HR program at these institutes. But the truth is faculty and curriculum are the main but not the only factors that determine an institute's worth. Its own culture, ethics, and background have a lot to do with the programs it offers.
So one cannot match XLRIs programs no matter how much they try.
SCMHRD offers a good HR MBA program. It offers a decent curriculum and placements. SCMHRD placements in 2021 concluded with an average CTC of INR 16.5 LPA. The highest CTC offered was INR 33.6 LPA.
For HR, XLRI is better than SCMHRD. TISS is a great option for HR as well. In terms of placements, SCMHRD is comparable to TISS.
IMT Ghaziabad is better. It is a reputed B-School with an excellent placement record. IMT is a renowned name in the marketing sector. IMT Ghaziabad placements 2022 had witnessed the highest CTC of INR 62 LPA. Morgan Stanley, Accenture, Goldman Sachs, BCG, etc. take part in the campus drive of IMT.
TISS is an institute of Social Sciences and offers MAs, not MBAs. The course structure and learning are different.
TISS offers one of the best HRM programs, rivaling that of XLRI HR, and has produced highly competent individuals in this field. If you have a strong passion for HR and are confident in your choice, TISS would be an excellent choice for you to pursue this specialization.
On the other hand, if you are uncertain about your career path, it may be advantageous to keep your options open. In this scenario, it would be best to choose a college that allows you to decide on your stream later, rather than committing to a specific specialization immediately. This approach has its own advantages and disadvantages, so it ultimately comes down to personal preference and what best suits your individual needs and goals.
Regardless of your choice, both TISS and JBIMS have top-notch individuals in all areas of management, so you can be assured that you will receive a high-quality education and have the opportunity to be mentored by skilled professionals.

For Development Studies only, I would strongly suggest you go for TISS.
First of all, I don’t deem it right for you to compare an MBA with Development studies as both are vastly different. Even comparing a General MBA with that in Rural Management is unjustified. The choice of the program depends on what your inclinations and interests are and what you want to do with your degree.

If you get both XLRI and TISS, you should choose the latter. Both of these are widely reputed. These offer different value propositions and learnings. XLRI is a true blue B-school. It is competitive and placement-oriented.
TISS isn’t your typical B-school. It is a social sciences school, where placement follows knowledge. They have an opinionated, liberal knowledge-oriented approach towards academics. The pedagogy is research and fieldwork-oriented. You can choose any of the courses as optional irrespective of your course. This will help develop your perspective towards our country.
Placement isn’t an issue for these institutes. You will get good ROI from both. The XLRI vs TISS is a never-ending debate and there isn’t any clear winner. You won’t miss out on any opportunity if you choose one over the other.
XLRI will be a better option among these. It is a true-blue B-school. Their HRM program is the best in the country. If you are interested in HRM, XLRI is the best option. Placements and exposure offered in this field are unparalleled. XLRI HRM average package is around INR 23-25 LPA.
TISS is a Social Sciences School. It follows a research-oriented, field-study-based curriculum.
Both of these institutes have a good placement record and offer decent ROI.
Comparing TISS with renowned B-schools such as - XLRI (Jamshedpur), IIM (Shillong) will show that it is at par with them. TISS is one of the premier institutes in the Social sciences department. TISS, as a research institute is well equipped. The graduation degree is of standard quality as well, it will be worth your time and money.
At TISS, HR is not amongst the highlighted courses. It is Social Work and other public policy and development related courses that are at the forefront. HR, as a course, is parallel to the management side of the education TISS has included it in the course list. Apart from HR, TISS also has another management program which is the Social Entrepreneurship course.

TISS, when it comes to HR, is definitely a more suitable option than IIM Shillong. However, a comparison cannot be set between the two colleges, in totality. Both of these educational institutes have different specialization courses. Therefore, a common leveling ground is absent.
These are the stand-out features of TISS but a comparison with the IIMs is not justified, as they both deal with different subject matters at different levels.
