S1:
Paul is now twice as old as he was 12 years ago
Let us suppose the age of Paul 12 years ago was x
The present age of Paul = x + 12
As per the given conditions, x + 12 = 2x
Or
x = 12
Hence, the present age = 12 + 12 = 24
Sufficient

S2:
Paul’s brother Rob is now two times as old Paul was exactly 12 years ago
Rob age, y = 2 (x) where x is the Paul age 12 years ago
Clearly, it is not sufficient to conclude anything

Approach Solution (2):

(1) According to statement 1:
Age of Paul (12 years ago) = x
Present age = x + 12
Therefore, x + 12 = 2x
x = 12
Present age becomes = 12 + 12 = 24
Sufficient

(2) According to statement 2:
Paul’s brother Rob is now two times as old Paul was exactly 12 years ago
Age of Paul = x
Age of Rob = 2x
It is obvious that it is insufficient to draw any conclusions
Not sufficient

Present age of Paul = x + 12
x + 12 = 2x
