HBTU and IET Lucknow both are government colleges and are considered to be tier 3 colleges whereas JSS Noida is a private institute and is considered a Tier 4 college. CSE branch has more value than any other engineering branch. The best option would be CSE from JSS Noida rather than Chemical engineering from HBTU or other engineering branches from IET Lucknow.
You can go for CS at IET Lucknow since it will offer you a job right after the completion of your graduation. Other than that, it also provides a good environment to pursue your higher studies. The major upside of IET Lucknow is that you can choose to attend classes as minimally as possible so as to start studying on your own, without the further hindrance of a tight schedule.
Most essentially, you will find coaching classes for any higher-end exams in close vicinity to the main institute. Thus, you can join any personalized coaching class depending on your field.
I can give you some information on both institutes since I have friends from both IET Lucknow and JSS Noida. Based on the reviews that I got from my friends I will say choosing JSS Noida will be better. It has a locational advantage, which plays a crucial role.
For IET, the location is an issue. The faculty and curriculum are not that great either. So, I will suggest you choose JSS Noida.
JSS Noida will be a better option for you. The location factor is also very important. After completing course, you can easily get a job in any of the IT in Noida. The off-campus chances of getting placed are also high. You will also get good industrial exposure in the JSS Noida college. The college is very strict in attendance. The company has got a lot of placement opportunities. The labs and equipment of the college are also well equipped.
IET Lucknow being a government college is good for core branches only. The CS and IT branch of the college is not that good. If you are planning for GATE and other competitive exams. you might get ample time for that because there is no such attendance system.
If you are interested in IT Industry then without a second thought go for JAS Noida IT branch. This is because you cannot opt for upgrading your branch from textile to IT in NIT Jalandhar.
But if are interested in any other branch go for textile in NIT Jalandhar.
Taking textile at NIT Jalandhar will give you an additional benefit of rectifying your choice is you find you want to change the branch.
On of my friends told me of a person who ranked 60000 in JEE Mains. He got IPE in spot round, scored a CGPA of 9 and got into CSE. Such miracles require a lot of hard work. Being an NITian won’t hurt you in the long run.
JSS Noida is best. It has a prime location, at the heart of NCR, surrounded by IT offices and industries. It’s easier to get coaching, placements, internships, etc. due to the locational advantage. It has a good placement record. As per JSS Noida placements of recent years, students received an average CTC of INR 5 LPA. While the highest CTC received by the students was INR 42 LPA.

It is a better option, in terms of academics as well. The campus has 30+ technical and cultural societies that you can join.
This kind of confusion arises among other students. My brother was also one of them and most of his seniors recommended IIIT because it is a premier national institute. No matter this is a new institute but soon this institute will take its place.
The other reason is that IIIT Bhopal’s mentor institute is MANIT Bhopal where the professors are from NIT. But if you are getting a fee waiver in JSS College then you should go for JSS.
Most importantly, JSS is a private institution and IIIT is a government college so you will benefit in terms of fees.

Facility:Since JSS is a private college, the infrastructure and the facilities are much better than other institutes in the city.
Faculty: All three institutes, BIET, KNIT, and JSS, is affiliated with AKTU and the faculty belong to the same level of expertise.
Placements:JSS provides good industry exposure. The location of JSS is also pretty convenient as it enables access to places near and far.

It is suggested that you go for JSS, as it has better placement records than BIET or KNIT. But ultimately it is your choice and how you want your career to be shaped.
Among the government colleges, BIET Jhansi is one of the best for pursuing B. Tech for civil engineering or mechanical branch. It is better than JSS as an institute if you want to prepare for competitive examinations like GATE.
Although if you are willing to pursue GATE or other such various government exams then you should keep in mind that there are no esteemed coaching institutions at Jhansi that would guide you or boost your performance/preparations for the same.
