I completed my B.Tech CS from NIT Rourkela, so I can only speak for my own college.
For placements, NIT Rourkela is probably behind the other two because of its locational disadvantage. The lack of good connectivity creates difficulty for IT/software firms to reach Rourkela during placement season. Despite that, last year, the average package for B.Tech CS was Rs. INR 21.87 LPA at NIT Rourkela. This is quite a decent figure.
Moreover, I can assure you of the excellent research and infrastructural facilities at NIT Rourkela. It is probably better than the other two in this regard, and can even be compared to NIT Trichy. A good number of students from the CS department get offered foreign research internships. Some of them even end up receiving an offer for higher studies from universities in the US and Europe.
NIT Rourkela is a good option for B.Tech CS if you want to pursue higher studies, but it might not be the best in terms of placements.
Among these, NIT Calicut is the best option for Computer Science and Engineering. On an overall scale, it is better compared to VNIT Nagpur and NIT Rourkela. NIT Calicut placements are around 100% for CSE. Reputed companies such as Amazon, Infosys, Cisco, and Microsoft recruit CSE students through the campus placements. The average CTC for the branch is around INR 17 LPA.
Nobody can answer that fully because no one can attend the three institutes and compare all three of them, in fact, what you can do is ask individuals and pass outs from these and compare their critique and pros. Since, one of my friends studied at VNIT Nagpur, so I might be able to help with the basic details.

Cons
In April and May, you can find the climate of Nagpur hot. It's fine the rest of the year. You will get used to it and will not mind the consistency of your education. Any other college like VNIT Nagpur will have their own set of pros and cons, it finally depends on you to give priority to the one you like.
