October 14, 2020: Delhi High Court has directed the Central Board of Secondary Education (CBSE) to allow students to change their name, surname, and other details in their class 10th and 12th certificates and mark sheets on October 13, 2020. 

Earlier, the bench of Chief Justice D N Patel and Justice Prateek Jalan has requested the Central Board of Secondary Education (CBSE) to allow students to change their details in their certificates, by keeping in mind the number of petitions filed in this matter, 

Generating such litigation is not a good sign considering the reputation of the institution, the bench pointed out.

The bench said, "It may be good for lawyers, but not for institutions". The bench further requested the board to provide a separate space in the form where students can make changes in their details as needed.

The bench continued,"Make a column where people can make as many changes as they want. It is their name or surname, not yours. Let them change it as many times as they want. Every student is not asking for it".

According to the bench statement, the changes to be made can be incorporated in a section of the certificate which will hold the needed details.

The Central Board of Secondary Education (CBSE) council stated that the Board can not approve students’ identity and add it to the certificate.

Doing so will only delete the information provided by the students in the first place.

Referring to the statement, the Bench replied, "You are not certifying the first identity. You base it on information furnished. So be it the first, second, or third time, you change it as per the information furnished".

The High Court was hearing CBSE's request against the single judge’s order passed in March to let a student change mother’s name in class 10th and 12th mark sheet and certificates.

The judge's decision was made according to the student’s request to change her mother’s name in school certificates and mark sheets to her maiden name after her divorce.

The bench later scheduled the hearing on November 20, 2020.

CBSE Board counsel brought court notice to the verification of the student’s identity. The board denied stating that the board can not certify students’ identity by pushing down the information provided by the students in the first place.

In response, the court remarked that it should not matter how many times students wish to update their information based on relevant proof.

CBSE Board can simply provide the previous details of the students in some corner or bottom of the certificate as a way to showcase the changes done.
