Foreign or non-resident students need to pay the fees in Indian currency. The department usually sends the Transcript Certificate to the address given within 60 days via speed-post.
In SPPU, you can appear for backlog examinations 3 times for odd semesters and 2 times for even semesters. If you fail a subject in the first semester, you will have a chance to clear the backlog in 2nd semester, 3rd semester, and 4th semester. If you have a backlog from the 2nd semester, you will have a chance to clear the backlog in 3rd semester and 4th semester.
