Kurukshetra University isn’t good in terms of academics. The results aren’t declared in time. The evaluation system isn’t good. The course curriculum isn’t up to date. Coursework usually includes subjects that aren’t related to the stream. The teaching approach followed by the university is theory-oriented. You won’t get much hands-on practical learning experience.
My sister pursued a B.Ed from Kurukshetra University and the good news is that it's easy to graduate from there.
You must only be worried about the exams because Kurukshetra University sets difficult question papers. The evaluation of the answer sheet is done carelessly and if you are not satisfied, you can apply for revaluation.
In the third semester of my sister’s B.Ed, all the students failed in a particular subject. My sister got 33 and the passing marks were 40. But once revaluation was initiated, she got 40 and passed.

No, it is not blacklisted. NIT Kurukshetra University is a well-known prestigious university. It is a place of learning that is merited with NAAC grade ‘A’ in 2009. It was for 5 years.
Although it is no longer a NAAC rated university, if you search it online you would come across documents and reports specifying its authenticity as NAAC ‘A’ rated university.

Some of my friends studied at Kurukshetra University. According to them, it hardly matters from which University you have graduated. All that matters is what you have learned in all those years. Here are some things about the college:

Lastly, it is suggested that, though the university is “A” graded and one of the old universities it's worth nothing, getting a degree from Kurukshetra University.
Both universities are on the same level and are reputed state-level Universities with UGC recognition. Only these two are amongst the other 62 universities in India from Harayana, who have autonomy because of their high standards of excellence.
Kurukshetra University was ranked A+ Grade by NAAC and ranked 8th among state universities in India.
MDU, on the other hand, has a great infrastructure with new records in sports every year. The university has a comparatively low fee structure and a safe environment for girls. However, in terms of placements and faculty, MDU is still lacking behind.
You should go to Kurukshetra University as it will offer great exposure along with academics.

But since there are some students who are still unable to clear these mercy chances. So now they have been categorized as first and second mercy chances. Here as long as you can pay for the form and have time you can continue giving your exams.
