New Delhi: The Medical Counselling Committee (MCC) has issued guidelines for the determination of fees and all the charges in respect of 50% of the MBBS and PG medical seats in private medical institutions and deemed to be universities, governed under the NMC Act, 2019.


The National Medical Commission (NMC) has mentioned in its guidelines that the institutions shouldn't charge capitation fees at all costs while following the 'not for profit' agenda for the impartation of medical education. 

Listing down the operating costs at medical colleges keeping in view of the prevailing covid-19 pandemic and subsequent halt on the medical education sector, the NMC has directed the respective regulatory authorities to consider the average audited financial result of the previous three years, with appropriate inflation adjustment. 

Further, the NMC guidelines revealed the instructions for fixing the salaries of teaching and non-teaching staff at the medical colleges for determining the fee structure for the medicos. 

In addition, the NMC guidelines specify the calculations of depreciation of assets, loans, revenue expenditure, interest costs, security deposit along with hostel and other facility charges being imposed on the students. 

According to the section 10 (1) (i) of the NMC Act 2019, the commission reserves the right to frame guidelines for the determination of fees and all the other charges with respect to 50%. 

Of the seats in the private and medical institutions and deemed-to-be universities, which are governed under the provision of this Act. 

The NMC notification notified that the central government had requested the erstwhile Board of Governors in Suppression of the erstwhile Medical Council of India (MCI BoG) to prepare the draft fee fixation guidelines for the consideration of the NMC as and when constituted. 

The NMC along with the BoG-MCI formed an expert committee on November 23, 2019, in this regard. The committee suggested a total of 26 broad draft guidelines for the determination of fees for MBBS and postgraduate (PG) courses and other charges in respect of private medical colleges and deemed-to-be universities, which were released on the NMC website on May 25, 2021, for inviting public comments. 

The commission received approximately 1899 responses from general public/ medical institutions/ associations.
