New Delhi: The J&K Board of Professional Entrance Examinations (BOPEE) has released the schedule for the conduction of the second (upgradation/allotment) round of (physical) counselling for admission to NEET UG (MBBS/BDS) courses 2022, including Hindu minority seats in ASCOMS. 

Along with the round 2 NEET Admission schedule, the JK board has issued the seat matrix, according to which a total of 346 Seats are available.

Counselling of eligible C.D.P. category candidates will be also held on 25th November 2022

The applicants who will be participating in the physical round of counselling are required to report to the BOPEE Office in Jammu or Srinagar from 8:30 am to 10:30 am on the day of their particular counselling session. 

Candidates who are taking part in the counselling process for the first time must also pay a counselling fee of Rs. 1500 using the P.O.S. machines located at the BOPEE Offices in Jammu and Srinagar on the specified date of counselling.

According to the notice, candidates who fall under the C.D.P. Category (Children of Defence Personnel) will also be assigned seats during the second round of physical counselling on November 25, 2022, if those seats are reserved for the C.D.P. categories were not filled during the online round of counselling (aside from one reserved per court order).

Candidates from the C.D.P. category who have applied for a position in the P.M.L. and registered themselves with valid category certificates must appear before the board in Jammu or Srinagar on Friday, November 25, 2022, along with a good C.D.P. Category (Priority Certificate) from the appropriate authority to support their claim of inter-se-priority.

Candidates who satisfies the following criteria may take part in the second round of physical counselling:

  1. Applicants who enrolled in the programme or institution that was assigned to them during the initial round of counselling.
  1. Candidates who took part in the first round of online counselling but were unsuccessful in securing a seat because their choice or seat was unavailable when it was their turn.
  1. Those applicants who made the preliminary merit list but did not take part in the initial round of online counselling. 
  1. Candidates who have applied under H.M. in ASCOMS in pursuance of Notification No. 085-BOPEE of 2022 dated November 17, 2022.

Candidates listed below are ineligible to take part in the second round of physical counselling:

  1. Applicants who failed to enrol in the course or institution that was assigned to them during the initial round of online counselling.
  1. Candidates whose names are missing from the P.M.L. as of November 4, 2022, Notification No. 074-BOPEE of 2022.

Candidates who participated in the physical round of counselling and were not given a seat or were given a seat should, in their interest, refrain from leaving the counselling area of the Board office on the day they were to receive counselling because it is possible that a seat of their choice that was not initially available may become available during the process.

Once the seat is displayed on the monitors placed inside and outside of the Board's counselling rooms as a result of its vacation by a candidate, candidates may immediately stake a claim on it on the same day or date of counselling. This allows the candidate to be taken into consideration for the seat's allocation based on merit or preference.

The seats previously assigned to the candidates will become vacant, and will be added to the seat matrix, and filled in accordance with preference and/or merit. If a candidate leaves the board office without staking a claim on a seat that might open up that day, the board will not be held liable. They are ineligible to submit a claim for the seat, which will become available during the next day of counselling. 

Any applicants who miss the counselling session on the specific day when it is their turn may participate on the following counselling day. Nevertheless, they will be given the seat that is open at that time. They will not be qualified to put a claim on the seat, as they would have been regardless of their merit or choice at the time of counselling.

The Hindu Minority Quota open seats in ASCOMS will be filled during physical counselling from among qualified applicants who have turned in acceptable documentation strictly according to their merit-cum-preference. The second round of counselling does not apply Rule 17 of the reservation regulations.
