The Government of India has invited top foreign universities to set up campuses in India. As per an announcement made by the Ministry of External Affairs, the French side has shown considerable interest in establishing a university campus in India offering higher education courses. The name of the university was not divulged.

Subhas Sarkar, Union Minister of State for Education, presented a written report stating that the Milan-based institute of fashion and design Istituto Marangoni, has expressed its interest in setting up a fully independent and foreign Higher Education Institution of Fashion and Design in India.
According to Sarkar, such campuses will provide students of India and neighboring countries opportunities to explore quality education of global standards.
The National Educational Policy, 2020 has stated that a “legislative framework facilitating such entry will be put in place, and such universities will be given special dispensation regarding regulatory, governance, and content norms on par with other autonomous institutions of India,”
Finance Minister Nirmala Sitharaman, during the budget speech of 2022-23, declared that Top ranking foreign Universities and colleges will be allowed to operate in the Gujarat International Finance-Tec (GIFT) city. These universities can offer courses in Financial Management, FinTech, Science, Technology, Engineering and Mathematics.

These courses will not follow any domestic regulations, except those by IFSCA (International Financial Services Centres Authority). This system has been put in place to encourage and aid in the increased availability of top-notch human resources for technology and financial services.
