I know a few people from RGPV, and based on what I heard from them, I will say that it’s true that academics are not up to the mark at the institute. During semester exams, students use the Shivani book to pass the following technical courses (which includes questions from the previous 20 years). This prevents you from building up concepts.
Now the placement of the institute is also not that good. The recent placement statistics for the institute are as follows.

Spending four years in RGPV with a 91 percent grade in class 12th would be a waste of time and effort. So, rather than doing B.E. from RGPV, It would be advised to pursue any other option if you are planning to pursue Engineering in the EC branch.
